    About the role: In this role, you will deliver results by leading strategic program initiatives comprised of multiple interrelated projects which are interdependent, integrated, highly complex, crossfunctional broad scope, and high risk. You will work collaboratively with the business and Technology stakeholders to achieve the program strategic objectives, measurable goals, and deliverables. And you will guide both business and Technology staff in providing a consistent, stakeholderfocused approach to program management.

    Minimum Qualifications Required (all must be met to be considered)

    • Bachelor’s Degree in related field or direct and applicable work experience
    • 7+ yrs. of proven experience managing large, strategic and highly complex work efforts/executed in various methodologies/or phases, while managing scope, schedule and budget in excess of $1M
      • 2+ yrs. leading and managing enterprise-wide programs
      • 4+ yrs. translating corporate strategy into an executable roadmap and delivery plan including understanding of current business and technology roadmaps/processes/strategies and defining future state
    • Demonstrate the highest degree of ownership and commitment to assigned programs; accountable for driving the program to successful completion under aggressive schedules and unforeseen issues
    • Able to provide a consultative approach to project owners and teams while holding themselves and the teams accountable for program performance
    • Comprehensive knowledge and application of various project management processes and system development life cycle methodologies and experience determining an effective delivery approach for projects within the program structure
    • Demonstrated verbal and written communication skills, with the ability to lead and facilitate conversations at all levels of the organization (to include VP and SVP level stakeholders)
    • Advanced interpersonal skills with the ability to engage with staff at all levels of the organization to drive responsibilities and work, identify and engage teams in problem solving and able to offer constructive feedback and support
    • Strong technical acumen, with the ability to engage with technical teams to deliver solutions that meet user needs
    • Demonstrated ability to coach and mentor other project managers
    • Some travel may be required

    Hiring Specifications Preferred

    • Bachelor’s Degree in related field
    • 10+ yrs. of proven experience managing large, strategic and highly complex work efforts/executed in various methodologies/or phases, while managing scope, schedule and budget in excess of $1M
    • Proven experience in the health care industry and working with enrollment and administrative systems
    • Professional Certification(s): Certified ScrumMaster (CSM), Program Management Professional (PgMP), Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP)

    Job Accountabilities

    a. Demonstrate the key drivers of project management effectiveness meet deadlines, logically solve problems recognize and mitigate risks, align project priorities to organizational strategy, connect project priorities to organizational goals, leverage the talent and skills of right people and tasks, facilitate consensus among stakeholders, objectively evaluate team members, and understand project interdependencies.

    b. Establish and maintain effective partnership with the project business owner and Technology leadership. Practice sound relationship management with business and Technology project team members and stakeholders by demonstrating key techniques in team management.

    c. Using Wellmark Project Management methodologies, lead and manage crossfunctional project teams by taking programs from inception through completion manage interdependencies, interrelationships, requirements and solutions of multiple projects, manage program resources and costs effectively facilitate the coordination of multiple project plans and schedules to ensure timeliness for program completion. Support and follow Technology software development lifecycle SDLC, operational procedures and standards to achieve stated results of assigned projects.

    d. Facilitate and evaluate the qualitative and quantitative analysis on complex business problems, and determine solutions and best practice to resolve both internal and customer issues. Collaborate with project teams to implement and propose solutions within the scope of own expertise while fully leveraging the expertise of all Technology team members serving the project. Identify, monitor and communicate critical business metrics to ensure project execution success.

    e. Analyze and evaluate programs performance and progress and advises project business owner and Technology leadership of status of potential problems. Create action plan for risk mitigation and resolution and seek business owner decisions.

    f. Develop and coordinate the change management plan across the entire program and serve as a change agent by applying knowledge and industry best practices of the health care/financial services industries. Assist in aligning change to achieve strategic objectives of the assigned programs.

    g. Motivate the team and serve as a coach and mentor to other project managers and stakeholders.

    h. Manage vendor activities, including sourcing, contracting, and implementation, of identified vendor involvement through the close of the program. Oversee integration of multiple vendors and respective deliverables to ensure collaboration, quality, and timeliness. Ensure vendor management responsibilities are understood and accepted by the project business owner and Technology throughout the program and ensure appropriate turnover of vendor responsibilities at the close of the program.

    i. Assist project team members and other stakeholders in establishing and maintaining the portfolio operating procedures e.g. prioritization, funding, project management methodology, project tracking tools to ensure consistency and efficiency. Advocate and actively demonstrate the successful integration of project and process roles to enable collaboration of expertise and methodologies to manage and improve processes and program/project deliverables.
