    About the Team: We’re Wellmark’s Request for Proposal (RFP) team. We’re problem solvers and communicators. We support new sales and retention within the national account market with a “can do” spirit. We develop content that is used to position Wellmark as the carrier of choice in proposals, RFPs and RFIs, in addition to other communication vehicles used to close the sale.  Our talents range from strategic thinking and project management to creative content development.


    About The Role: Our proposal content manager will manage the process for researching, developing, and documenting key/standard responses and content within the Request for Proposal/Request for Information (RFP/RFI) database system. This individual will support the proposal, sales, and marketing teams by providing accurate and up-to-date product and related content, primarily for proposal development and sales presentations. In addition, this individual will build and maintain stakeholder relationships across the organization in order to gather and improve responses.

    Minimum Qualifications Required (all must be met to be considered)

    • Bachelor's Degree or direct and applicable work experience.
    • 4+ years of proposal writing, technical writing, business communications, or related experience. Experience should reflect:
      • Strong writing skills, including knowledge of grammar and style.
      • The ability to manage multiple projects.
      • Proficiency with Microsoft Office, including Word and Excel.
    • Strong verbal and written communication skills with the ability to produce content that simplifies complex topics while meeting stakeholder and customer needs.
    • Effective research and critical thinking skills with the ability to partner with internal departments to provide accurate RFP responses.
    • Strong interpersonal skills. Proven ability to thrive in a team environment and drive results through collaboration.
    • Proactive self-starter with strong organization, prioritization, and time management skills. Ability to meet deadlines and deliver proposals on time.

    Hiring Specifications Preferred

    • Bachelor’s Degree.
    • Prior experience managing project timelines.
    • Prior experience writing sales or employer communications.
    • Effective group facilitation skills.

    Job Accountabilities

    a. Consult with staff and Subject Matter Experts (SMEs) to obtain responses for RFPs. Collaborate with internal stakeholders and appropriate SMEs to gather the most current product and program information. Conduct content reviews with SMEs, build content and edit work as required. Ensure the content is proofed and packaged for professional delivery.

    b. Load RFP content and maintain the database with expiration cycles. Edit for style and grammar. Leverage technology and relationships to improve quality of RFP responses as well as the RFP process.

    c. Maintain product information, accuracy and usability specifications.
    d. Support the proposal management team and the Sales division with the latest product information; act as a primary liaison between SME and proposal team for obtaining product information. Provide team support and perform backup of duties to ensure accurate and timely delivery of corporate objectives.

    e. Provide technical guidance and manage the Operational Performance Guarantee program for large and national accounts. Prepare and process proposed and final performance statements and payments. Support marketing strategy by tracking performance guarantee measures using the proposal database for quality and timely responses.

    f. Network internally and externally to stay abreast of business trends, corporate and national best practices, and new developments in products/services in the health care, insurance, and benefit administration industry. Work with colleagues at other Blue Plans and at the BCBS Association in response to national RFPs/RFIs to position the value of Blue Cross and Blue Shield as a national solution.
