Job Summary

About the team: Data Governance resides within the broader Business Analytics team and works heavily to manage data decisions within both Projects and Application Change Requests (ACRs), as well as to help identify and resolve data issues in production. About the Career:  In this role, you will partner cross functionally to define, develop, implement and maintain data quality for the data warehouse and other data solutions. You will serve as a data steward in conjunction with technical resources throughout the systems development lifecycle (SDLC) to define data requirements and to ensure process adherence to Data Governance policies, procedures and standards. In addition, you will partner with Technology to define Source to Target mapping for data assets and 3rd party data extracts. You will also help identify data issues in production and triage/remediation of those issues as needed.

Minimum Qualifications Required (all must be met to be considered)

  • Bachelor’s degree or direct and applicable work experience
  • Minimum 3+ years health and/or health insurance experience
    • Deep understanding of one or more business data areas within health and/or health insurance(e.g. claims, membership, enrollment, network, product, provider, group, health care mgt, broker, finance or other)
  • Demonstrated high attention to detail
  • Proven organizational and time management skills, with the ability to continually re-prioritize and/or multitask
  • Demonstrated communication skills – written and verbal – to deliver messages suited for the audience
  • Proficient Microsoft Office Suite skills – PC knowledge, including the use of spreadsheets, process mapping, presentation and word processing software
  • Proven interpersonal skills – ability to develop and maintain relationships with key stakeholders and team members to ensure a collaborative work environment to reach shared goals
  • Understanding of how to consult with stakeholders to provide advice and counsel as needed
  • Limited experience putting analytical skills to work – examining critically to identify issues or inconsistencies, identifying cause and key factors, etc.

Job Accountabilities

a. Responsible for enterprise-wide, cross-functional system integrations and projects that involve multiple business areas. Serve as a data steward for an assigned business areas, provide data and/or business subject matter expertise in the design and development of data assets that are aligned with data governance policies and standards for small/medium projects. May work under the direction and guidance of a senior analyst on larger initiatives.

b. Through collaboration and business influences, consult with key stakeholders e.g. Technology, in the development of practical business systems / data warehouse solutions. Will leverage data profile to recommend source to target mapping. Provide data subject matter expertise, guidance and direction in the design, development and support of technical solutions and support data mapping activities.

c. In partnership with Data Governance technical partners, review logical data models to ensure the needs of the business are met. Will define business metadata for all data projects, including logical names, business definitions and valid values for all data elements brought into the data warehouse environment.

d. Responsible for ensuring data quality and assisting in the data decisions regarding the utilization of code set management standardization tables.

e. Identify critical data elements that should be monitored for data quality on an ongoing basis. Will monitor Data Quality Assessments DQA and scorecards in the identification of potential data quality issues in testing or production environments.

f. Participate in the planning, execution and tracking of user acceptance testing. This will include test planning and preparation, generating and executing tests cases, and work with testing management in the resolution of defects for small/medium projects. May work under the guidance of a senior analyst on larger company projects.

g. Keep informed, support and adhere to regulations, Wellmark's software development lifecycle SDLC, data warehouse requirements / standards and business analysis and reporting protocols.

h. Perform production support of business systems / data warehouse applications by researching, resourcing and resolving data issues and coordinating the implementation of maintenance requests.

i. Collaborate with external third party vendors on the definition, design and implementation of data extracts to meet small/medium business needs. Provide data expertise customer service and maintenance of ongoing extracts, including changes and testing based on third party vendors needs. May work under the direction and guidance of a senior analyst on larger data extracts.
