Job Summary

Wellmark is currently recruiting for a Sr Contract & Sourcing Consultant to join our team!  In this role, you will lead contract negotiation and/or manage supplier relationships of high risk and/or complexity with significant impact to the business strategy. You will utilize procurement best practices to set negotiation strategy with vendors/suppliers and control all aspects of the negotiation process and serve as a subject matter expert and partner with customers and stakeholders to identify and deliver optimal business solutions. You will provide the analysis and acquisition of goods/services and software, to create effective agreements.

 

Experience in IT sourcing would be a plus in this role.

Minimum Qualifications Required (all must be met to be considered)

  • Bachelor's Degree in Business Administration, Contract Law, Legal, Compliance, Supply Chain, or related field or direct and applicable work experience
  • Minimum 7 years of Procurement experience, including contract negotiation and drafting
  • Exemplary experience designing end-to-end procurement strategies, demonstrating thought leadership and implementing ideas to improve procurement processes
  • Strong negotiation skills demonstrating a high degree of integrity
    • Demonstrated ability to execute multiple complex, high dollar, high visibility, high risk, mission critical or other highly significant sourcing and contracting events
    • Strong familiarity with project management processes and methodology requirements
    • Demonstrated ability to utilize excellent time management and project management skills
  • Deep understanding of procurement, risk management, negotiating and contracting principles and best practices including applicable laws, regulations, policies and procedures
  • Strong communication skills, both verbal and written
  • Demonstrated interpersonal skills, with the ability to positively influence, while building collaborative relationships
  • Demonstrated strategic thinking skills with strong analytical skills using data to identify trends

 



Hiring Specifications Preferred

  • Bachelor’s Degree in related field
  • IT sourcing experience
  • Prior compliance experience
  • Prior vendor management experience, including evaluating performance metrics 
  • Prior contract experience in a highly regulated industry

Job Accountabilities

a. Develop and implement strategic sourcing strategies to meet enterprisewide objectives. Consult with customers and stakeholders to identify and deliver optimal business solutions. Conduct analysis of supplier contracts and identify inconsistencies with standard templates, business goals and market initiatives.

b. Execute the endtoend strategic sourcing process for assigned commodities and services, which includes gathering data, conducting market research, benchmarking and identifying potential vendors, and recommending the optimal procurement approach RFI, RFP, reverse eAuction, etc.. Ensure the standard process for Request for Information, Requests for Proposals, and contract documentation is consistently followed.

c. Partner with stakeholders to issue and evaluate RFI/RFPs to ensure successful implementation of enterprise agreements and act as focal point for coordinating sourcing efforts across the organization. Create and issue the procurement documents facilitate the procurement approach. Analyze vendor responses, create vendor scorecards and facilitate discussions with business decision makers.

d. Set negotiation strategy for vendors/suppliers and control all aspects of the negotiation process .Conduct vendor negotiations and facilitate contract signatures implement vendor contracts. Support acquisitions including negotiation reassignment on highrisk contracts, due diligence participation, and review of closing agreements.

e. Influence and lead strategic supply chain and business change in order to drive both administrative and medical expense reduction.

f. Monitor supplier relationship process compliance and assist in the execution of the Key Vendor Management program. Coordinate and administer review of new vendor contract agreements, assessing the performance of key vendors and developing vendor improvement plans to support the continued focus on delivering improved value.

g. Coordinate internal executive and vendor execution of legal contracts, statements of work, change orders, addendums, and other required legal documents. Customize legal contract language to proactively anticipate technology, market and business issues. Draft nonstandard contract terms and conditions and summary overview of terms and conditions.

h. Maintain relationships with potential and existing vendors, such as coordinating vendor presentations and conference calls, and obtain purchasing reports from diversity vendors. Establish and maintain a good rapport with executive management, vendors, and third party leasers/suppliers to optimize negotiation, savings and service improvements and problem resolution.

i. Support management team on cross functional project coordination and internal process compliance with corporate policies, particularly the purchasing policy. Respond to questions from vendors, and internal business customers related to the Request for Information and/or Proposal, and requisition process.

j. Serve as a mentor and coach to other procurement staff. Will provide guidance and technical direction.
