a. Develop, oversee, and maintain vendor relationships with internal and external parties. Manage the relationship for assigned vendors, including shared corporate vendors for overall effectiveness and in support of risk mitigation strategies. For shared corporate vendors, this includes, but is not limited to, overseeing the day to day administration and performance for vendors, while seeking input and participation in the vendor management process from all stakeholders within Wellmark.
b. Assist in the management and monitoring of vendors that are considered delegated entities, related to Wellmarks participation on the Exchange as a Qualified Health Plan. Assist with monitoring and managing vendors who are considered First Tier, Downstream, Related entities, related to Wellmarks Medicare PDP product.
c. Assist in the development and deployment of tools e.g. vendor scorecards, communication templates, etc. to monitor and manage vendor performance based on established criteria. Provide ongoing vendor scorecard reporting and analysis to internal and external parties to facilitate adequate monitoring, review, and followup on vendors operational performance.
d. Work collaboratively with department peers and business units to ensure SLAs, deliverables, compliance requirements and expectations are adequately incorporated into RFxs and all appropriate vendor contracts.
e. Communicate with assigned vendors to ensure they are properly educated on Wellmarks expectations for vendors throughout the lifecycle of the relationship.
f. Perform contract summary reviews and business education sessions to reinforce contract provisions for optimal vendor management. Partner with departmental peers to provide internal parties with appropriate documentation to ensure ongoing due diligence and that vendors remain in compliance with stated terms and conditions.
g. Responsible for the execution of vendor management program elements, such as periodic business reviews, vendor reviews, and scorecards, including other performance management activities and reporting as required.
h. Provide support to internal and external parties to diagnose and resolve problems with assigned vendors performance, including appropriate escalation as necessary, and assist with rehabilitation or remediation plans.
i. Fulfill Blue Cross Blue Shield Association requests and/or requirements, as appropriate.
j. Maintain and administer the contingent labor tracking system database, such as the creation and processing of requisitions, communication with requestors and leaders in the business, as well as the vendors, by supporting the integrations with security administration, facilities, and other applicable stakeholders.
k. Ensure the successful onboarding of contingent labor by utilizing Wellmarks workflow, internal processes, policies, and procedures. Ensure appropriate contracts are in place for all vendor contingent labor engagements, including creating any necessary contractual documentation and routing all for necessary approvals and signatures. Coordinate daily processes to administer physical and logical access to contingent labor staff, and appropriate address any concerns or opportunities for process improvements.
l. Advocate and educate by serving as an ambassador for vendor management and procurement services. Assist with the investigation of new opportunities and leverage technology solutions in order to improve the efficiency and/or effectiveness of vendor management processes. Participate on project teams to identify areas for process improvement.
