a. Collaborate with HR and Procurement partners in the development and implementation with strategic sourcing and vendor relationship strategies. Work closely with Technology leaders to understand their needs and serves as the point of contact for all deliveries and issues with products and services. Recognize the demand for external resources and services and how to support the execution of the enterprise portfolio strategy.
b. Develop robust reporting that conveys a clear status for all vendor engagements. Track and maintain data which describes the owner of the work request and ensure all contracting and necessary project artifacts are kept for audit purposes.
c. Create and maintain vendor performance dashboards in collaboration with vendor management/procurement and Technology teams.
d. Consult with Wellmark Technology leadership, portfolio/resource management and HR partners in the evaluation of talent management needs, resources, and service gaps. Collaborate with the necessary stakeholders to ensure steps are being taken to secure
resources effectively and efficiently. Provide communication updates to the program team as necessary.
e. Develop and oversee the administration of an external sourcing plan, ensuring capabilities, skills and proficiencies align with portfolio needs. Investigate new opportunities to leverage vendor services and solutions to improve the overall efficiency and effectiveness of Wellmark’s IT delivery.
f. Oversee the management of an external resource/service request in-take/gating process for Technology. Consult with stakeholder to understand the request and provide expertise and direction on best partnership for their needs. Analyze resource data, demand and project scenarios to proactively predict resource constraints and project collisions. Collaborate and provide insights to educate, escalate and create staffing options that reduce project impacts.
g. Manage the daily interactions and the relationship between Wellmark and contracted IT service contractors. Establish and build excellent trust-based working relationships with IT, business partners and vendor(s). Ensure Wellmark and vendor(s) deliver on obligations to achieve a positive outcome for Wellmark. Appropriately address concerns and report on results.
h. In collaboration with Procurement Services/Vendor Management, ensure the execution of operational metrics and adherence to contractual service level agreements (SLAs). Maintain and report vendor operational metrics to evaluate, monitor and manage vendor performance based on defined set of criteria and contractual terms. Collaborate with procurement to identify, escalate and resolve any service issues, audit findings, diagnose poor vendor performance and oversee all remediation activities.
i. Oversee and ensure vendor delivers quality results on multiple, technology projects of high complexity in Wellmark’s core claims and membership systems and involve multiple cross functional areas. Collaborate with various IT and business areas to lead the resolution of issues and ensure the achievement of stated objectives, measurable goals, and deliverables of these projects. Ensure the vendor team(s) understand and adhere to Wellmark’s policies and procedures. Oversee communication of role and process expectations to ensure understanding and compliance.
